Sir Colville N. Young GCMG was appointed Governor-General of Belize in 1993 taking office on November 17, 1993.

Shortly after on December 28. 1993 marked a milestone in the history of Scouting in Belize as Governor-General of Belize Sir Colville N. Young accepted to be the Patron of The Scout Association of Belize and also for the Belize Scout Foundation that would be launched in the near future.

Visiting the Governor-General and making the formal request was a small delegation made up from members of the National Scout Council as follows: Chief Scout – J. Julian Castillo, Chief Commissioner – Reynaldo Guerrero, International Commissioner – Leonides Cuellar and National Scout Executive – Hilberto B. Riverol.

Chief Scout Castillo took the opportunity to present the Governor-General with an official copy of the Belize Scout Handbook.

Work continues diligently on the Sir Colville N. Young building. Electrical work about 70 percent completed, primer painting on the inside of the building about 70 percent completed, outside primer started already and plumbing work about 75 percent completed and windows are being installed.

Still aiming at months’ end for completion of the building.
